I beg to ask your instructions whether fyeah passports
(to replace those taken away by the Persian passport official
at the quraitu frontier)should be issued here,or at Bunhire
on the departure of Masara Homazi,and also your opinion
whether the footnote to Chapter XXVI paragraph 10(1)
constitutes sufficient ground for the issue of passports in
their case,bearing in mind that rights of extra-territorial
Jurisdiction - not specifically covered by the generaḥ tenoug
of the exception to issue of passports - exist in Persia,or
whether the confiscation of their British passports at

If I may venture an observation, the confiscation of the
previous British passports at juraitu may not necessarily be
megarded as a 'formal objection to the grant while they are
'within' Persian jurisdiction,but as the techical set and

order to recover the higher fees charged on the issue of new
Persian passports : though no contentious matter has yet
